CORE MANDATE
To lead in strategic planning and implementation of public policies and programmes to achieve sustainable economic growth and development.
FUNCTIONS
Initiate and prepare district development plans and settlement structure plans in the manner prescribed by the Commission,
Ensure that the district development plans and the settlement structure plans are prepared with the full participation of the local community;
carry out studies on
a) development planning matters in the district that include studies on economic, social, spatial, environmental, sectoral and human settlement issues and policies; and
b) the mobilisation of human and physical resources for development in the district;
Initiate and co-ordinate the process to plan, programme, budget and implement a district development plan, programme or project;
Integrate and ensure that sector and spatial policies, plans, programmes and projects of the district are compatible with each other and with national development objectives issued by the Commission;
Synthesise the policy proposals on development planning in the district into a comprehensive framework for the economic, social and spatial development of the district including human settlements and ensure that the policy proposals and projects are in conformity with the principles of sound environmental management;
Monitor and evaluate the development policies, programmes and projects in the district; and
Provide the Commission with the data and information that the Commission may require.
SERVICES
Supervises the preparation of annual reports and Development Action Plans and Medium Term Development Plans;
Acts as Secretary to the Development Planning Coordinating Unit;
Plans and promotes development policies that can facilitate public service delivery and effective implementation of economic development projects;
Responsible for the efficient administration of departmental resources and supervision of staff;
Ensure the development of capabilities, skills and knowledge of staff;
